1. INTRODUCTION

The Just War Newsletter is an electronic publication to announce new developments for researchers, teachers and practitioners whose work involves the doctrine of just war. Written and published by Michael Kocsis, it serves anyone working in academia, the public service, non-governmental organizations, and the military.

2. CONFERENCES AND EVENTS

A workshop on the theme “Situating the Human” took place at the University of Pardubice (Czech Republic) from September 26-28. The event was held at Pardubice’s historical building, Nám Čs Legií, and was organized by Ondřej Beran of the University’s Centre for Ethics as Study in Human Value. October 18th was Global Ethics Day. Organized by the Carnegie Council, the event is an opportunity for organizations around the world to host lectures, film screenings, debates and discussions that explore the meaning of ethics in international affairs. This year’s activities include an International Student/Teacher Essay Contest and an International Student Photo Contest (details below). A conference on “The Human Right to a Dignified Existence in an International Context” was hosted by the Human Rights Centre at the University of Potsdam (Germany) from October 20-21st. The event looked at ideas about the right to an existence worthy of human dignity and the conditions involved when such rights are not realized. The event was organized by Logi Gunnarsson

The Department of Philosophy and Religious Studies of Utrecht University and the Utrecht Centre for Global Challenges (UGlobe) will host a workshop on “Self-Knowledge and Cosmopolitanism: Ancient Stoic Perspectives” on Friday November 3rd. The workshop will explore questions about who we are and what place we should have in the world of the 21st century. Organised by René Brouwer and Albert Joosse, the event will include presentations on the Cynics, Early Stoics, Cicero, Epictetus and Imperial Stoicism. A short course by Arthur Ripstein entitled “Power's Tribute to Reason: Kant and the Law of War” will take place from November 17–18th at the University of Zürich (Switzerland). A list of readings will be distributed to all registered participants for pre-reading. The course is designed for doctoral students and postdocs. A workshop on “New Approaches to Political Cohesion in Democratic Processes” is being organized by the Centre of Political Thought at the University of Exeter with help from Cardiff University and the University of Oxford. The workshop will take place at the University of Exeter on Wednesday November 29th in the Ibrahim Ahmed Room of Reed Hall. Its purpose is to explore relationships between democratic processes and political cohesion where these embody values and produce norms that legitimate political systems. Speakers will include Matteo Bonotti, Joseph Lacey, Jonathan White, Dario Castiglione, Sandra Kröger, Richard Bellamy, Sofia Näsström, Carole Pateman and David Owen. Participation is free but participants must pre-register for limited places. The meetings of the International Society for Military Ethics (ISME) are taking place this year in Cleveland at Case Western Reserve University, from January 25-26th, 2018. The event’s theme is “Culture, Diversity, and Military Ethics: Intersections of Military and Civilian Culture at a Time of International Political Upheaval”. An international, interdisciplinary conference on “Human Rights Studies”, coordinated by the Eastern Mediterranean Academic Research Center (DAKAM) and organized by Science, Art, Sport Productions (BILSAS),  will take place in Istanbul (Turkey) from March 2-3rd 2018. Proposals are welcome on a range of topics related to the conference theme and from different regions of the world. Proposals should be sent in accordance with specifications listed on the website below before November 24th. A workshop on “Civil Resistance” will take place on March 2nd, 2018 under the auspices of Stellenbosch Institute for Advanced Studies and the Stockholm Centre for the Ethics of War and Peace. Speakers will include Edwin Etieyibo, Helen Frowe, Lawrence Hamilton, Vasti Roodt and Samantha Vice. The event will explore philosophical issues surrounding civil resistance, disobedience and other forms of opposition to norms and institutions. The workshop is free of charge but places are limited. An international workshop entitled “An Ethics for ‘Moral Strangers’: Fence Crossing or Fence Mending?” will take place on March 13-14th, 2018 in Graz (Austria). Hosted by the Department of Philosophy at the University of Graz, and organized by Sonja Rinofner-Kreidl, Philipp Berghofer and Markus Seethaler, the workshop will explore conflicts of ethical universalism and particularism from the point of view of different philosophical traditions. Keynote speakers will include Robert Audi, John Drummond and Sara Heinämaa. The International Symposium on Jesuit Studies will host an event on “Francisco Suárez (1548–1617): Jesuits and Complexities of Modernity” at the Universidad Loyola Andalucía, in Seville (Spain) on June 1-2nd, 2018.  Co-organized by the Institute for Advanced Jesuit Studies at Boston College and the Departamento de Humanidades y Filosofía de la Universidad Loyola Andalucía, the event will consider numerous elements of the work of Suárez and other Jesuits to determine if they are relevant to crises of modernity. Those interested in participating should send short (200–250w) abstracts for proposed papers in Spanish or in English to Juan Antonio Senent de Frutos (jasenent@uloyola.es) and Robert Aleksander Maryks (maryks@bc.edu). On June 14-15th, 2018 a conference on “Refugees and Minority Rights: Acceptable and Unacceptable Criteria for Accepting/Rejecting Refugees in a Non-Ideal World” will be hosted by the University of Tromsø and The Arctic University of Norway.  Keynote speakers will include David Miller, Sarah Fine, Serena Parekh, Kieran Oberman, Lea Ypi and Phillip Cole. The goal is to tackle the question: What role ought minority protection play and what are the right principles for admitting and rejecting refugees when asylum, whether permanent or temporary, is under-supplied in a non-ideal world? PluriCourts (The Centre for the Study of the Legitimate Roles of the Judiciary in the Global Order) will host a workshop on “The Political and Legal Theory of International Courts and Tribunals” in Oslo (Norway) from June 18-19th, 2018. A conference on “Borders and Border Walls, a New Era?: (In)security, Symbolism, Vulnerabilities” will take place at the Centre for Geopolitical Studies, University of Quebec at Montreal (UQAM) from September 27-28th, 2018. Organized by the Raoul Dandurand Chair at UQAM, the event will explore how border infrastructures should be evaluated, especially in terms of their efficiency, economic and ethical costs and outcomes. Why build barriers if they fail to solve the issues for which they were erected? What are the alternatives? What are the proper roles of academics and scholars? 4. CALL FOR PAPERS

The Guest Editors of an upcoming special issue of The European Legacy welcome submissions on the theme “Parting Ways with the Nation-State, Toward the Exilic State”. The issue is dedicated to the themes, thinkers, and central concerns of Judith Butler’s book Parting Ways: Jewishness and the Critique of Zionism (2012). Articles that take up Butler’s call to rethink the nation-state, and that tackle Butler’s views about Hannah Arendt, Edward Said, Mahmoud Darwish, Emmanuel Levinas, Walter Benjamin, Primo Levi, and Martin Buber, are encouraged. Articles should be between 6000-8000w in length and should be complete by June 1st, 2018; abstracts should be received prior to February 1st and should be sent to the guest editors (via the email addresses below) in accordance with submission guidelines for The European Legacy. The issue editors are Anya Topolski (a.topolski@ftr.ru.nl) and Louis Klee (lrkleeblatt@gmail.com).

Submissions are welcome for a special issue of Glocalism. Journal of Culture, Politics and Innovation entitled “Towards Global Citizenships”. The issue will consider processes of globalisation and the deterritorialisation of political governance that are moving away from “state-centric”
models of the 19th and 20th centuries. Articles may be in any language with their length chosen by the author. Abstracts and keywords should be in English. Articles should be sent via email prior to January 31st via the following email addresses:

5. ACADEMIC PROGRAMS, PRIZES AND NEW PROJECTS   

An essay competition established by the journal Studies of Global Ethics and Global Education is on the question “How to Achieve Practical Implementation of Values and Theories of Global Responsibility?” The best three essays will be awarded cash prizes and published in Studies in Global Ethics and Global Education. The deadline for submissions is October 31st. The editors of Global Justice: Theory, Practice, Rhetoric invite submissions for the 2nd annual essay prize in honor of Jonathan Trejo-Mathys (1979-2014). Trejo-Mathys, a member of the Global Justice Network and professor of philosophy at Boston College, worked in both philosophy and critical social theory. Submissions in all areas of political theory are welcome provided they concern global justice especially areas of global justice and trade, and contributions of critical theory to global justice. For additional questions, or to submit an essay for consideration (maximum 9000w), contact Barbara Buckinx at bbuckinx@princeton.edu. The winning author will receive a cash prize and will be invited to present their paper alongside a leading scholar in the field of global justice at Boston College’s annual lecture in Trejo-Mathys’ honour. Two competitions related to Global Ethics Day may be of interest: (1) The first is an International Student/Teacher Essay Contest, of which the topic questions are: “In your opinion, what is the world's greatest challenge, and how does it affect your local community and/or the world? The School of Peacebuilding, Mediation, Conflict Resolution, Intercultural Dialogue, Security, Leadership, Human Rights in Switzerland welcomes applications for its Visitor Researcher Program (VRP), a 3 to 12 month program designed to enhance the academic research skills of researchers through participation, training, and education. Researchers visit 3-6 Swiss Institutions and build practical knowledge and acquaintance with their activities in areas of Peacebuilding, mediation, conflict resolution, security, intercultural dialogue and human rights. The Heritage in War Project invites applications from students interested in studying for a PhD concerned with issues around armed conflict and protection of cultural property. The project team will work with successful applicants in obtaining funding and the student will be registered at The Open University. 6. INTERNET RESOURCES

Last month The Carnegie Council for Ethics in International Affairs posted a lecture entitled “The Future of War: A History” by Sir Lawrence Freedman. The lecture is viewable and downloadable in WebCast and a transcription of the talk is available as well.

The Carnegie Council will host an event on Monday, November 13 from 8 to 9:15am (EST) entitled “Trump, North Korea, China: War or Peace?” The author and lawyer Gordon Chang will deliver the lecture, which will be available as a live WebCast. 

A recent post by Hanane Saouli on the blog of the Global Ethics Network explores the relationship between International Humanitarian Law and International Human Rights Law.   

A blog entitled Thoughts of a Soldier-Ethicist may be of interest to readers of the newsletter. Published by a retired U.S. Army Officer, the blog’s purpose is to explore the moral standing, and the shortcomings, of the profession of arms.  

The journal Augustinian Studies now publishes selected articles online through the Philosophy Documentation Center. Augustinian Studies is a peer-reviewed scholarly journal devoted to studying the life, teachings, and influence of Augustine of Hippo. You can find the material posted on the website below.
