1. INTRODUCTION
The Just War Newsletter is an
electronic publication for announcements and new developments for researchers,
teachers and practitioners whose work involves the doctrine of just war.
Written and published by Michael Kocsis, it is meant to serve anyone working in
academia, the public service, non-governmental organizations, and the military.

2. CONFERENCES AND
EVENTS
A Workshop on “Extended
Responsibility” was held at the University of New South
Wales (Sydney) on November 24th. Hosted by the Practical Justice
Initiative, this one day event brought Australian and American philosophers
together to discuss current work on extended dimensions of responsibility,
focusing on interpersonal, social, and political dimensions of responsible
agency, and interdisciplinary findings that contradict common assumptions of
individualism.
Cian
O'Driscoll of Glasgow University delivered a presentation on “Victory in the
Just War Tradition” at the Political Theory Research Group, Edinburgh University,
on January 25th 2017.
A Panel on “Political
Violence and Legitimate Authority” will take place in April as part of the APA
Pacific meetings (April 12-15th 2017). Speakers will include: Helen Frowe (Stockholm) Jonathan Quong (USC) Massimo Renzo (King’s
College London).
The 111th Annual
Meeting of the American Society of International Law (ASIL) will focus on the
theme “What International Law Values”. The event will take place from April
12-15th, at the Hyatt Regency Capitol Hill in Washington, DC, and it will
explore a wide variety of questions about international law in the 21st
century, including questions about human rights, migration, labor, and criminal
law, territorial rights, use of armed force, armed conflict, national security,
cybersecurity, cyberwarfare, military technology, conflict resolution, and many

The International Committee
for Military Medicine and the Swiss Armed Forces Medical Services Directorate
are hosting the 7th Annual ICMM Workshop on Military Medical Ethics.
Held from May 4th-6th at the Forum Lilienberg in
Ermatingen (Switzerland), the workshop theme this year is “End of Life Care:
Ethical Issues in Military and Humanitarian Missions”. Full details on the

The 3rd Annual
Conference of the Centre for the Study of Global Ethics at the University of
Birmingham will take place on June 1-2nd, 2017. The theme will be
“Humanitarian Ethics and Action”, and keynote speakers will include Simon
Caney, Cecile Fabre, Hugo Slim and Helen Frowe. Those interested in
participating should send abstracts of 500w for presentations of 20 minutes

The Human
Rights Research and Education Centre (HRREC) will host a conference entitled “Realizing Rights 2017: Human Rights and
Constitutionalism” from June
8-10 at the University of Ottawa. The plan is to bring
together a broad range of scholars, practitioners and advocates of human rights
from Canada and the wider world to discuss challenges and opportunities for the
realization of human rights. The event coincides with Canada’s 150th
Anniversary. Parallel meetings, sessions, workshops, and social events will be
organized in conjunction with the Canadian Association of Statutory Human
Rights Agencies (CASHRA), the International Commission of Jurists Canadian Section
(ICJC), the International Development Research Centre (IDRC), the Canadian
Association of Refugee Lawyers (CARL), and the Interdisciplinary Research
Laboratory on the Rights of the Child (LRIDE). Proposals for presentations/panels will be accepted until February 15, and proposals can be

The International Association of Genocide Scholars (IAGS)
will hold its thirteenth conference in Brisbane from July 9-13th, at
the St Lucia campus of The University of Queensland. Organized jointly by the
T.C. Beirne School of Law and the Asia Pacific Centre for the Responsibility to
Protect, the conference theme will be “Justice and the Prevention of Genocide”.

A
conference on “Revolutions” will be held in Winnipeg, Manitoba from September
29th to October 1st, 2017 at the University of Manitoba.
The event will mark the 100th anniversary year of the
Russian Revolutions, and will explore the causes, contexts, conditions and
consequences of modern revolutions. Those interested in presenting papers,
panels, or streams, are welcome to submit proposals. Paper proposals should
include a title, abstract (~350w) and brief CVs or bio.Panel proposals should
include a title, a bio of the organiser, and paper titles, abstracts (~350w)
and CVs/bios of the contributors. Proposals for a stream of panels must include
the stream title, name of the organiser, bio of the organiser and a brief call
for papers. Proposals should

An
important event on the ethics of war will take place from October 26-28th
(2017) at the United States Military Academy, West Point
(New York). Entitled “Re-examining Michael Walzer's Just and Unjust Wars on the 40th
Anniversary of its Publication”, prominent speakers will include Lisa Cahill, Lieutenant
General (ret.) James Dubik, Judith Leichtenberg, David Luban, Lietuenant
General H. R. McMaster, Margaret Moore, Henry Shue and Jeremy Waldron.

The current issue of the journal Daedalus
is a special issue on “The Changing Rules of War” (Vol. 146, No. 1, winter
2017). Edited by Scott D. Sagan, the essays in this volume explore the past, present
and future of the laws of war and the challenges now emerging around efforts to

A recent issue of The
Journal of Military Ethics contained a series of articles on the challenges to
traditional military virtues in this era of automated warfare (Vol. 15, No. 3,
2016). An Editor’s Introduction written by Henrik Syse and Martin L. Cook

A special issue of The
Journal of International Criminal Justice (published May 2016) was dedicated to
“Slavery and the Limits of International Criminal Justice” (Vol. 14, No. 2,
2016). The issue was guest edited by James Cockayne, and
essays by Harmen van der Wilt, Karen L. Corrie, Cécile
Aptel, Florian Jeßberger, Beate Andrees, Urmila Bhoola and Kari Panaccione, Helen Duffy, Nicole Siller and several
others were included.
A special issue of The International
Journal of Transitional Justice (published March 2016) was dedicated to
“Reconsidering Appropriate Responses to Victims of Conflict” (Vol. 10, No. 1,
2016). The guest
editor was Juan E. Méndez, and essays by Pilar Riaño
Alcalá and María Victoria Uribe, Tazreena Sajjad, Julie
Bernath, Janine Natalya Clark, Peter J. Dixon, Margaret Urban Walker, Emily L.
Camins and Luke Moffett were included.
4. CALL FOR PAPERS
Apeiron is a Student Journal of Philosophy published at
the University of Minho (Portugal) to give future scholars opportunities to
publish their writings on a variety of philosophical subjects. Essays in
English from students at all levels are welcome, and an upcoming issue will
focus on the theme "Philosophy,
War and Democracy". The issue will contain a contribution by Noam Chomsky. The deadline for
submissions is February 12th, and authors should send submissions

An upcoming Special Issue of The International Journal of Transitional
Justice will be dedicated to “Transitional Justice from the Margins:

Anniversary. The deadline

The
editors of St Antony’s International
Review (STAIR), a peer-reviewed journal of global affairs based at St.
Antony’s College (Oxford) invite authors to submit original papers on issues of
contemporary importance in international affairs for its May 2017 issues. Submissions
in international relations, political science, area studies, development
studies, international history and associated fields will all be considered,
and articles may stem from theoretical or policy-oriented approaches. Manuscripts
should be original, previously unpublished, and up to 6,000 words in length (including
endnotes and bibliography), and an abstract of less than 300 words. Information

5. ACADEMIC
PROGRAMS
A course on
Ethics of War and Peace is being offered in the first term of 2017 by the
Australian National University (ANU)’s Dept. of International Relations. Taught
by Dr. Luke Glanville, this advanced seminar will explore
key writings on the ethics of war by authors like Plato, Augustine, Aquinas,
Vitoria, Rousseau, Kant, and Walzer, along with major contemporary issues such
as terrorism, humanitarian intervention, and preventive war. For

The British
Columbia Institute of Technology (BCIT) is now offering a winter 2017 course on
War, Peace and Justice. This 15-week course is designed for part-time studies
and will consider whether there is any defensible basis to apply legal and
ethical standards to armed conflict by and within nation-states. Full

6. INTERNET RESOURCES
A free online course on Military Ethics begins February 6th
on the MOOC platform “FutureLearn”. Taught by Deane-Peter Baker and sponsored
by the University of New South Wales (Sydney, Australia), the course will be
based on just war theory and the dilemmas faced by military professionals. Six
topics will be explored: Foundations
in Ethical Theory; Ethics in the Military Profession; Going to War; the Conduct of War;
Military and Society; and Ethics, Technology and War. Those interested in
taking the course can register starting Feb. 6th on the following

Two essays posted on the website of the
website of the Catholic magazine Crux
consider the Catholic Church’s new debate on the status of just war theory. The
first, from an issue last year, discusses the implications of Pope Francis’s
imminent rejection of medieval doctrines of just war. The second gives reasons
why the Catholic Church ought to maintain them.
This
posting by Graham Parsons on The Ethical
War Blog, entitled “Patriarchal War”, explores the complex relationship
between gender, sexuality and participation in war.
A
January 2017 posting by Fernando Tesón from The
Ethical War Blog, entitled “Intervention and Revolution”, considers the
value of national self-determination and its usages in discussions about
humanitarian intervention and political revolution.
A project at The Hague
Institute for Global Justice called the Peace-Justice
Nexus aims to contribute
to ongoing debates on the effects of the International Criminal Court (ICC) on
conflict and peace processes using normative and quantitative and methods to
assess the ICC’s impact on governmental actors and non-state entities. Information
on project researchers and project outputs, including the innovative Mass
Atrocity Prevention Toolkit, can be found at the website below:
The Hague Institute’s
Mass Atrocity Prevention Toolkit has also received new funding to establish a
new wing of the project on “The Effectiveness and Ethics of
Mass Atrocity Prevention Policies with Case Studies of Syria and Kenya”. The aim is to assess the probability of
success of policies of prevention and mitigation of mass atrocities such as
genocide, crimes against humanity, war crimes, and ethnic cleansing, using
Syria and Kenya as case studies. Details on the project and its outputs can be
